Should E-mail Be Designed?

Jeffrey Zeldman, much sought after designer, and CSS proponent has come out and said that no one should be using HTML e-mails.

I don’t necessarily agree that this hard line approach is the way to go with anything, and I agree with many of the comments on his post that badly designed e-mails shouldn’t stop the good ones from coming through.

So my question is, how much is too much when it comes to an e-mail. Is an e-mail that is entirely links and pictures as effective (or more effective) at getting people to click as one that is mostly text.

Anyone else have thoughts on this subject?
